DECKS, PATIO COVERS & FENCES IN ROWLETT, TX

Rowlett wraps around Lake Ray Hubbard, so a lot of yards here end at the water or look toward it. Archetex designs decks, patio covers, fences and planting for the lot you actually have: the slope, the wind and the take line. Call Matthew on (430) 318-6275.

LOCAL DETAIL

The City of Rowlett puts itself about 20 minutes east of downtown Dallas, on two peninsulas reaching into Lake Ray Hubbard, and the Handbook of Texas notes that the lake borders it on the east and south. Rowlett had about 250 residents when it incorporated in 1952. After the lake was finished in 1971 a building boom followed, and the population grew from 2,500 in 1975 to 23,260 in 1990 and 44,503 in 2000. So most Rowlett homes went up after 1971, and many back yards now have fences, slabs and decks that are decades old.

The lake changes the work. The take area behind a lakefront lot belongs to the City of Dallas, so anything built past your take line needs a sublease from Rowlett and its own permit, and a deck or patio there is limited to 400 square feet and 36 inches high. Archetex plans the two pieces together: the raised deck or covered patio on the home lot, where the view is, and anything low near the water, so stairs, levels and materials line up. Inside the take line, Rowlett’s amended residential code sets a 115 mph design wind speed and requires the footings it regulates to be designed and sealed by a Texas-registered engineer.

Fences and patio covers both need a city permit in Rowlett. A residential fence permit is $40 and the city’s application caps the fence at 8 feet. Patio covers and pergolas are accessory buildings, which must be anchored for a 115 mph wind load using one of three methods the city spells out. Archetex lays fences out to the property’s real lines and grade, with gates placed where they will actually be used. For a cover, settle which of the three anchoring methods you will use before the design is final, because none of them is an old slab.

Planting and grading come into it too. Rowlett is in the Blackland Prairie, the band of dark clay that runs through the Dallas area and swells when wet and shrinks and cracks when dry, and lake lots often slope toward the shoreline. Archetex starts every Rowlett design with how the yard is used, then works out grading, drainage and how the new space connects to the house, so a deck, a cover, a fence line and the beds around them are planned as one job rather than four.

QUESTIONS

Common questions about building in Rowlett.

Archetex Outdoor Design Co. is a Dallas-based outdoor design and build company that serves Rowlett. It is run by its owner, Matthew, and is rated 5.0 on Google from 17 reviews. Archetex builds decks, patio covers and pergolas, fences and landscape beds. Decks are designed around the home’s real elevation, with footings and framing sized to the load rather than a one-size prefab kit, and fences are laid out to the property’s real lines and grade. Estimates are free, with a written price after a site visit. Whoever you hire, read their reviews, look at finished work and get the quote in writing.

Yes. The City of Rowlett lists fences among the projects that need a building permit, and applications go through the city’s MyGov portal. The 2026 master fee schedule sets the residential fence permit at $40. The city’s fence permit application caps fence height at 8 feet and requires a survey or site plan showing where the fence goes. It also asks the homeowner to sign a notarized fence release waiver: if the fence crosses a utility easement, the city or utility can remove it to reach the easement and does not have to replace it, and a fence in a drainage easement cannot restrict the flow of water.

You can, but only small and low. The strip past your take line is owned by the City of Dallas and leased to Rowlett, which subleases it to the homeowner next to it. Rowlett’s 2026 fee schedule charges $600 for the first sublease, $350 to renew it and $80 for a take-area site improvement permit. Its take-area rules cap a deck or patio there at 400 square feet in area and 36 inches in height, and only water-resistant wood or native stone may be used. That is why a raised deck or a patio cover normally stays on the home lot.

For the build itself, Block Renovation’s April 2026 guide to Dallas decks and patios gives $15 to $30 a square foot for pressure-treated wood and $25 to $50 for composite, and Fixr’s national pergola range is $1,900 to $6,500. On top of that come Rowlett’s own fees. A patio cover or pergola is an accessory building, which costs $75 to permit below 250 square feet, or $75 plus 10 cents a square foot at 250 square feet and above. For your own yard, Archetex gives a written price after a free site visit; call Matthew on (430) 318-6275.

Rowlett’s accessory building permit says patio covers, carports, pergolas and arbors must resist a 115 mph wind load, and gives three ways to show it: posts set in concrete piers at least 30 inches deep and 12 inches in diameter; a Simpson CBS/CBSQ column base or equivalent on every post, with 12 by 30-inch piers; or a sealed plan from a Texas-licensed engineer. In practice that rules out screwing a kit pergola straight to an old patio slab.
